Reins Of Unity may be used on  Calyrex to fuse with a  Glastrier or  Spectrier in your party. If you have both in your party, it will fuse the one in the firstmost slot.
The crafting incredient items  White Mane Hair and  Black Mane Hair are obtained upon capturing either Glastrier or Spectrier.  Radiant Petal may be crafted by collecting petals, which you may learn more about on its page.
